The Leeds Electronic Market Place (EMP) shall provide citywide Short Breaks for children and young people with SEND who ordinarily reside in the Leeds boundary. All children
and young people accessing the services have an Education, Health & Care Plan (EHCP) or are waiting for an assessment. Lead Professionals, Social Workers, and parents/carers will refer children and young people to the Local Authority Short Breaks Panel which will assess each case and if approved, will allocate a service that can best meet the children and young people's needs but also give a choice where possible. Children and young
people accessing the service may require support with one or a
combination of the following needs: personal/intimate care, medical interventions, behaviour management, high levels of anxiety, communication and interaction need. Staff must be trained to meet the diverse needs of children and young people.
Children and young people will have a high-level support need either continuously or most of the time. They will access the service in line with outcomes detailed in their Education,
Health, and Care Plan (EHCP), where a plan is in place.
The annual value is £1,210,000.
