Description
The current contract for the ACTION ON ENERGY CAMBRIDGESHIRE RETROFIT FRAMEWORK is due to expire in May 2027. It is proposed that the Council undertakes a procurement exercise to award a replacement contract so that service delivery may continue uninterrupted at the end of the current contract.
The Cambridgeshire Energy Retrofit Partnership (CERP) is a partnership of Cambridgeshire and Peterborough local authorities that has worked together for many years to support the retrofit challenge to alleviate fuel poverty and maximise energy efficiency. Operating under the brand "Action on Energy Cambridgeshire", the partnership has a track record of securing significant levels of government funding as well as engaging its communities to participate in energy efficiency schemes.
Cambridge City Council as the Lead Authority will contract with no more than 6 Suppliers on behalf of itself and the other Authorities under the Partnership. Suppliers shall provide a "whole-house, fabric first" approach to retrofit delivering energy efficiency solutions in accordance with PAS 2035:2023.
The framework will cover all authorities and the geographical boundaries across Cambridgeshire and Peterborough
Appointments will be for suppliers that can provide marketing, design and installation team(s) who will be responsible for:
promotion and lead generation activity,
whole house retrofit assessments and retrofit co-ordination services,
installation and handover of retrofit energy efficiency and renewable energy measures
evaluation and monitoring
It is intended to procure the service using a Competitive Flexible Procedure that complies with current procurement legislation.
Tenders are expected to be issued in October 2026.
Shortlisting is expected to take place around December 2026.
Contract award is anticipated in February 2027.
