Endoscopy Insourcing Services-Bowel Screening Wales and Weekend Diagnostics Activity

This is a Provider Selection Regime Wales (PSR Wales) contract award notice. The contract was awarded in accordance with the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this award.

The contract is for the provision of insourced endoscopy services to support delivery of Bowel Screening Wales activity, increase diagnostic capacity, improve waiting list performance and support achievement of Ministerial Diagnostic Targets and Cancer Pathway standards. Providers available through the SBS10203 Insourcing of Clinical Services Framework were considered in accordance with Regulation 21 of the Health Services (Provider Selection Regime) (Wales) Regulations 2025.

The assessment considered the PSR Wales key criteria of Quality, Value, Collaboration and Service Sustainability, Improving Access and Reducing Health Inequalities, and Social Responsibility. Following this assessment, ID Medical Clinical Services was identified as the provider best able to meet the Health Board's requirements due to its proven ability to mobilise services within the required timescales, previous experience of delivering comparable services, and the value for money demonstrated through framework benchmarking. Consequently, the contract has been awarded to ID Medical Clinical Services.

No providers were excluded from the provider selection process. Providers available through the SBS10203 Insourcing of Clinical Services Framework were considered as part of the assessment and award process.

All participants acted in accordance with relevant organisational governance, procurement and declaration of interest requirements. No conflict management actions were required.
