Description

The University of Essex is looking to establish a Dynamic Market under the Procurement Act 2023 for the provision of utility supplies, net zero, energy management and infrastructure solutions across the United Kingdom. The Dynamic Market will provide eligible contracting authorities and their agents, and any other organisation permitted by the Contracting Authority (hereafter known as Participating Bodies) with a flexible and compliant route to procure such supplies, services and works.

The Contracting Authority is conducting a pre-market engagement exercise to consider the scope, structure and specification of the dynamic market, including but not limited to the following categories:

  1. Electricity and Gas Supply, Procurement and Contract Management, including licensed supply, procurement support, contract management and import and export arrangements.
  2. Utility Infrastructure and Connections, including electricity, gas, water and multi-utility connections, ICP and IDNO services, DNO liaison, project management and technical advice.
  3. Metering and Data Services, including MOP, DC, DA, AMR and smart metering, meter asset management, data platforms, portfolio data services and metering consultancy.
  4. Energy Compliance, Auditing and Assurance, including ESOS, TM44 and SECR support, energy auditing, bill validation, compliance services and technical assurance.
  5. Net Zero, Carbon Management and ESG Consultancy, including decarbonisation strategies, carbon accounting, emissions reporting, ESG support, funding advice and delivery planning.
  6. Renewable and Low Carbon Technologies, including the design, funding, installation, operation and maintenance of solar PV, battery storage, heat pumps and associated technologies.
  7. Electric Vehicle Infrastructure, including feasibility and fleet advice, ChargePoint supply and installation, ChargePoint operation, maintenance and back-office platforms.
  8. Flexibility, Storage and Demand Side Response, including aggregation, battery optimisation, demand-side response, flexibility market participation, asset management and supporting software.
  9. Water and Wastewater Supply, including licensed water and sewerage retail services for eligible non-household customers.
  10. Water and Wastewater Services, including auditing, leak detection, metering, efficiency services, surveys, wastewater advice and associated technical support.
  11. Heat Networks, District Energy and Thermal Infrastructure Services, including feasibility, design, funding, delivery, operation, billing, maintenance and technical advisory services.
  12. Smart Buildings, Energy Optimisation and Specialist Technical Advisory Services, including building energy management systems, controls, monitoring and analytics, commissioning, optimisation and specialist consultancy.

Once established the Dynamic Market will remain open to applications throughout its term. Admission does not guarantee the award of any contract. Participating Bodies will define their individual requirements, specifications, evaluation criteria, commercial arrangements and contract terms through subsequent competitive procurements conducted under the Dynamic Market.

The University of Essex has engaged Dukefield Energy Limited to undertake the Dynamic Market Pre-Market Engagement exercise on its behalf and thereafter the dynamic market establishment process and provide ongoing management of the Dynamic Market throughout its term.
