Hampshire County Council Children’s Services commissions care support for children and young people with disabilities. The children and young people requiring care support services will include those with severe disabilities such as learning disabilities, physical disabilities, autistic spectrum conditions, behaviour that challenges and complex physical or mental health needs. The Services are part of a holistic support package for the child / young person that meets identified outcomes as part of a Care Plan as agreed by the Council’s County Allocation Panel.
This Service is part of Hampshire County Council’s Children’s Services Department’s continuum of services which support children and young people with disabilities. Care support is a Tier 4 specialist service, which can be offered to a family following a social care assessment where the Disabled Children’s Team criteria has been met and/or an unmet social care need has been identified.
This Service aims to facilitate the development of the market to deliver services in new and more personalised ways rather than the conventional delivery of domiciliary care which in turn will enhance the skills of staff, potentially offering greater job satisfaction, in delivering the Service and improving the experience of the Service User.
This ITT relates to call off procedures for Care Support Services for Children with a Disability listed below. Suppliers will be advised that if they have enrolled onto the framework they will need to attach to the one of the following Call Offs and complete the call off stage documentation:
The four call offs and the maximum contract value for the total spend against the four are;
CS26605A - Standard Support - £6,000,000
CS26605B - Enhanced Support - £10,000,000
CS26605C - Complex Support - Behavioural Needs £14,500,000
CS26605D - Complex Support - Health Needs £10,000,000
Suppliers only need to apply for the call offs that they are qualified to and wish to deliver. If a child has multiple needs, placements will be made against the call off with the highest need as set out in the table in Appendix 2 of the specification. Suppliers should pay careful attention to the documents in this ITT as some are required for all call offs and some are specific to each opportunity. All documents should be clearly marked.
Suppliers who successfully apply for multiple call offs will receive a separate contract for each call off.
The opportunities will be open for new entrants that meet the criteria across the life of the contract. However, the Council reserves the right to temporarily pause one or more call offs for new applications at any point. If a supplier applies and fails on three separate occasions the Council may apply a 6 month period before the supplier can apply again.

The Council will evaluate at least once every two months, but reserves the right to evaluate more frequently initially or in busy periods.
