Description
This UK3 Planned Procurement Notice is issued for information purposes only. The UK Health Security Agency (UKHSA) is not inviting responses to this notice.
UKHSA recently conducted preliminary market engagement in respect of a Hydrogen Peroxide Generator for use in the Biosafety, Air and Water Microbiology Group at Porton Down. Hydrogen Peroxide Generator - Find a Tender
The market engagement stage has now ended and the UKHSA intends to proceed with a below threshold open procedure.
The UKHSA is responsible for planning, preventing and responding to external health threats, and providing intellectual, scientific and operational leadership at national and local level, as well as on the global stage. UKHSA ensures the nation can respond quickly and at greater scale to deal with pandemics and future threats. It does this through advocacy, partnerships, world-class science, knowledge and intelligence, and the delivery of specialist public health services. UKHSA is an operationally autonomous executive agency of the United Kingdom Department of Health and Social Care (DHSC).
The UKHSA has a requirement a hydrogen peroxide generator, for the decontamination of interior room surfaces and equipment. The system will support forthcoming research activities within a model (mock) healthcare environment at its Porton Down site.
The UKHSA intends to proceed with an open procedure to procure the equipment and associated services and this notice is to provide notification of the forthcoming invitation to tender.
The specification is currently being prepared however is expected to include a hydrogen peroxide generator which is/has:
- A standalone unit capable of being easily transported and designed to minimise any possible exposure of staff to the sterilant.
- Capable of decontamination of rooms with volumes ranging from 5 to 225 m3.
- Controllable from outside of the room being decontaminated.
- Capable of measuring and recording the environmental conditions in the room (e.g. temperature and humidity).
- Capable of data storage to provide a record of the cycle and parameters obtained.
- A simple closed loop cycle including an aeration step to ensure all vapours are removed by the end of the process.
- Circulation and aeration units as required by the technology.
- An independent hydrogen peroxide monitor for leak detection and final safety check for safe entry to room after cycle completion.
- Capability for users to modify the cycles.
- Availability of hydrogen peroxide consumable for purchase in containers and volumes that can be used with the generator. Hydrogen peroxide consumables must have a shelf life of at least six (6) months from the date of delivery when ordered from the Supplier.
- Capable of monitoring and recording the hydrogen peroxide concentration within the room being decontaminated.
- Suitable for use in healthcare settings in the UK.
- Compliant with BS EN 17272:2020+A1:2025.
The equipment must be supplied inclusive of:
- Delivery to UKHSA premises at Porton Down.
- Commissioning of the equipment.
- Comprehensive training, on the safe use of the equipment and cycle development, to UKHSA nominated staff.
- Technical support for UKHSA staff for the duration of the Contract.
- Routine servicing, in accordance with the regime set out by the original equipment manufacturer (OEM), for a minimum of two (2) years from the date of delivery (or commissioning if later) to UKHSA. Servicing to include all preventative maintenance and replacement of parts where such replacement is set out in OEM’s servicing regime.
- Technical support for the duration of the Contract. To include breakdown labour costs and rapid on-site response where required.
- Manufacturer’s warranty.
