Description

Part of the APM Group, Ingeus is delivering a public sector contract and is seeking to appoint one or more subcontractors to support the design, development and delivery of a leadership development programme.

The programme will build leadership capability, confidence and consistency across clinical and operational/support teams (c.200 people leaders). Suppliers may bid for all or part of the scope below.

Key work packages:

  1. Leadership development framework design

Support Ingeus to develop an overarching leadership development framework that:

  • sets expectations for leader development over a 12-24 month calendar
  • summarises available internal training and development options
  • aligns with career pathways, succession planning and CPD
  • integrates existing leadership/management training and identifies new training/coaching needs
  • supports consistent, scalable development across functions
  • Indicative timing: phase 1 (June/July 2026)
  1. Confidence building learning (webinars and lunch and learns)

Design and deliver practical, scenario based webinars and lunch & learn sessions to build leader confidence in everyday situations, for example:

  • people and performance conversations
  • decision making in ambiguity
  • managing pressure and prioritisation
  • calm, confident leadership behaviours

Provide costs per session where relevant. Indicative timing: from July 2026, with monthly sessions (volume to be confirmed).

  1. Leadership training delivery and module development

Deliver existing Ingeus/APM leadership training where required and develop additional modules that:

  • build on existing APM leadership playbooks and programmes
  • strengthen decision making and judgement, particularly "in the grey"
  • embed continuous improvement culture and behaviour change
  • support leaders to develop capability within their teams
  • Indicative timing: start July/Aug 2026; deliver existing training initially and schedule new modules from Sept 2026 over 12 months

Provide costs per session where relevant (volumes to be confirmed).

  1. Coaching framework development and implementation

Design and implement a leadership coaching framework, including:

  • defining coaching models and target groups
  • coaching linked to leadership programmes and progression
  • support for group, peer or one to one coaching approaches
  • development of internal coaching capability over time
  • Indicative timing: plan from July 2026; support leaders from Aug 2026 and help build internal coaching capability (subject to recruitment).

Suppliers should demonstrate experience in leadership/ organisational development, learning design and/or coaching within complex organisations (public sector or regulated environments desirable).

This is a business to business subcontracting opportunity supporting a public sector contract already awarded.
