Description
The OPCC for Devon and Cornwall will be looking to commission in the near future a Pilot Male Ally Training Scheme for a Male Ally Network in Cornwall.
The OPCC is therefore undertaking this Market Engagement Exercise to:
- Gather early feedback on the feasibility and delivery of a Male Ally Network Pilot training Scheme in Cornwall.
- Understand existing market capabilities, delivery models, and innovative approaches relevant to the requirement
- Test initial assumptions and identify potential risks, constraints, and opportunities from a Supplier perspective
- Identify Suppliers within the market who would be interested in taking part in a future procurement exercise
- Obtain indicative cost ranges and commercial considerations to inform future budgeting and business case development
- Shape and refine the scope, objectives, and specification for a future procurement exercise to ensure that it is realistic, competitive, and aligned with marker conditions.
The Authority will issue this Market Engagement Document alongside a draft specification setting out the indicative scope, objectives and requirements of the pilot programme.
Suppliers are invited to review the draft documentation and provide feedback on feasibility, delivery approach, risks and indicative costs via the Market Engagement Feedback Questionnaire attached to this document. There are a number of questions within the Market Engagement Questionnaire for you to answer but it is not compulsory to answer all of them. We are happy to receive any feedback you wish to offer.
Responses to the Market Engagement Questionnaire imply no commitment on Suppliers to engage in any subsequent procurement process, nor do they confer any advantaged status or guarantee of inclusion in any subsequent procurement process for Suppliers who do respond.
The information gathered will be used solely to inform the Authority’s understanding of the requirement and to support the development of any potential future procurement.
Questionnaire Responses should be submitted using the In-Tend Portal Messaging Function by 5pm on 8th July 2026.
Full details are provided in the Document Set uploaded to the In-Tend Portal, consisting of:
- Market Engagement Instructions and Questionnaire
- Draft Specification for Market Feedback
