NHSE1060 Diabetic Eye Screening Programme

The original published notice was issued as a Provider Selection Regime (PSR) Intention to Award Notice utilising Direct Award Process C, followed by a subsequent corrigendum.

The award of the contracts was conducted in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, neither the Public Contracts Regulations 2015 nor the Procurement Act 2023 applied to this award process.

A mandatory standstill period was observed and concluded without any representations being received.

The award decision was made by the following individuals from NHS England - North West:

• Public Health Senior Manager
• Screening & Immunisation Coordinator
• Screening & Immunisation Manager
• Finance Manager (Public Health, COVID & Medical Revalidation)
• PA to Head of Public Health and Public Health Administrator

The Relevant Authority were of the opinion that the existing providers were satisfying the existing contracts to a satisfactory level and would likely satisfy the proposed new contract. The providers were assessed against the five key PSR criteria and all mandatory requirements, and was deemed to have met these satisfactorily.

No conflicts of interest were identified in relation to the procurement process.
