Description
Neath Port Talbot Council has made an award for the recommissioning of our adult domiciliary care services under a new 'Open' Framework, the aim of which is to deliver care to adults living in their own homes, to support them to achieve improved outcomes.
The Framework will deliver high-quality, person-centred domiciliary care services to individuals in their own homes and has been procured as a ‘light touch’ framework under the Procurement Act 2023.
The framework will take the form of an open framework (a scheme of successive frameworks) up to eight years in duration, the first framework being a maximum of three years and the second a maximum of five years allowing periodic admission of new providers during the framework term.
The scope of services will include the delivery of care and support in line with assessed needs and Care and Support Plans. Services are expected to promote independence, wellbeing and prevention, supporting individuals to remain within their own homes and communities for as long as possible. Provision will include personal care, support with daily living activities, medication support and enabling approaches to care.
The Framework will not guarantee any volume of work.
The framework has been developed within the context of the Social Services and Well being (Wales) Act 2014, the Regulation and Inspection of Social Care (Wales) Act 2016 and the Well-being of Future Generations (Wales) Act 2015, with a clear focus on delivering outcomes that matter to individuals.
The standstill period will end 24 Sept 2026.
