Description

Westminster City Council (WCC) is looking to procure services for two Waste Treatment contracts – The Treatment of Dry Recycling (Lot 1) and the Treatment of Organic Waste (Lot 2). The contracts are due to start in April 2027, for a period of 3 years (with the option to extend for an additional 2-year period at the Council’s discretion). The intended route to market is open tender, and the procurement is intended to comprise of two lots.

Lot 1 – Treatment of Dry Recycling – contract details provided at this stage are based on an estimated maximum tonnage of 55kt/annum.

3 year initial term £19.2m exc. VAT / £23.04m inc. VAT

2 year optional extension £12.8 exc. VAT / £15.36m inc. VAT

TOTAL based on estimated maximum tonnages £32m exc. VAT / £38.4m inc. VAT

Lot 2 – Treatment of Organic Waste – contract details provided at this stage are based on an estimated maximum tonnage of 15kt/annum.

3 year initial term £1.48 exc. VAT / £1.78 inc. VAT

2 year optional extension £984,000 exc. VAT / £1.18m inc. VAT

TOTAL based on estimated maximum tonnages £2.46m exc. VAT / £2.96m inc. VAT

To confirm, the above estimated maximum tonnages are not guaranteed and are being provided as the maximum tonnage to be treated under the contracts. The estimated values are based on these tonnages and are therefore also estimates and not guaranteed spend.
