Description
The security service requirement will be applied across the KCC corporate landlord estate. A service matrix will be supplied at invitation to tender stage that identifies each service requirement at each site.
For Lot 1, the current size of the estate is circa 300 operational sites. The property types include a variety of services i.e. Libraries, children centres and offices, all of which fall within the scope of the contract.
For Lot 2, the current size of the estate is 10 sites for Unaccompanied Asylum Seeking Children properties.
The service will provide the following service requirements on both a fixed, variable and reactive basis:-
1.Manned Guarding including:
(a)Manned guarding Patrols
(b)Reception Cover
(c)Voice Announcement
(d)Controlled Access
(e)CCTV
2.Patrol Service
3.Key Holding and Incident response
4.Lock and Unlock service
The detail for each service requirement can be found within the draft Schedule 1 of the contract documents. The Authority reserves the right, at its discretion, to add or remove property sites from the scope of this contract during its term.
The Procurement is divided into 2 lots:
1.Lot 1 – Security Services – Operational Estate
2.Lot 2 – Security Services – Unaccompanied Asylum Seeking Children Properties
Tenderers may submit Tenders in respect of all lots. There is no limit on the number or value of lots which a Tenderer can be awarded.
The contract is anticipated to commence in March 2027, continuing for a period of up to 3 year(s) (36 months) unless terminated in accordance with the proposed Conditions of Contract. It is expected that there will be the potential for a contract extension of up to 2 year(s) (24 months).

A non-disclosure agreement (NDA) must be signed and returned via the Kent Business Portal prior to KCC issuing the Procurement Specific Questionnaire (PSQ) and associated draft tender documents. Upon receipt of a signed NDA, suppliers will be invited to the PSQ stage on the Kent Business Portal and the questionnaire and draft tender documents will be provided.
