Description

The purpose of this commission is to support SCTS in refining the strategic direction of the OPG Transformation Programme, including providing independent technical assurance, assessing and addressing existing technical debt, and supporting the development of a Target Operating Model and associated delivery roadmap.SCTS is seeking a collaborative delivery partner to build on previous consultancy work and provide clear, evidence-based recommendations on programme options, including costs, resources and delivery timelines, to enable informed decision-making on the future direction of the programme.

This included assessing potential delivery approaches, resource requirements, costs, risks and implementation timescales to support informed decision-making on the future direction and delivery of the OPG Transformation Programme.. The evaluation methodology was Price Per Quality Point (PPQP) and not a fixed quality/price weighting model. Tenderers were ranked according to the lowest cost per quality point achieved.
