To supply vehicles for back-up emergencies within a set timeframe and of certain types that the council require for statute services such as refuse , HWRC , streets. To include refuse vehicles, sweepers , roll on roll off for the HWRC.

There is presently an extreme urgency to replace a broken down RoRo to keep up statutory operations and the HWRC open.
