This contract is broken down into three key phases:

Phase 1: An exploratory and diagnostic phase.

Phase 2: Options development / design period / business case development.

Phase 3: Support to implement agreed identified savings opportunities

Phase 2 and 3 are possible extensions further to Phase one delivery
