Hampshire County Council required access to industry-standard software to support the creation, editing and management of corporate documentation and visual content across its services. These tools are essential for producing professional, accessible and compliant materials that support operational delivery, communications and stakeholder engagement.
To maintain capability and ensure continuity of service, the Council undertook a procurement exercise for the provision of Adobe Acrobat Pro (VIPMP), Adobe InDesign (VIPMP), Adobe Creative Cloud Pro (VIP) and Adobe Photoshop (VIPMP) licences. These applications provide document production, graphic design and image editing functionality that is integral to the Council's day-to-day activities.
The procurement was conducted via the Government Commercial Agency Technology Products and Associated Services 2 (TePAS 2) Framework, Lot 3, providing a compliant and efficient route to market.
Objectives Achieved
The procurement exercise successfully:
Secured compliant and cost-effective licensing arrangements for the required Adobe products.
Ensured uninterrupted access to critical software for authorised users across the Council.
Supported the continued production of high-quality and accessible documentation and visual materials.
Enabled effective licence management through Adobe's Value Incentive Plan (VIP) and VIP Marketplace (VIPMP) programmes.
Maintained access to essential tools required for document creation, publication design and image editing, supporting operational and business needs across Council services.
Ensured continued alignment with existing business processes and software environments, minimising disruption to users and service delivery.
As a result, Hampshire County Council has maintained access to the software required to support its operational, communications and design functions while ensuring compliance, value for money and effective licence management.
