Description
The Ministry of Justice, on behalf of HM Courts & Tribunals Service (HMCTS), is procuring a managed service for the provision of tribunal clerking (Tribunal Assistant) services to support the effective delivery of tribunal hearings.
The service will support in-person tribunal hearings across England, including those held in hospitals and community venues, where administrative support is required to enable tribunal panels to operate effectively and minimise the risk of delays or adjournments. The requirement is demand-led and will require the supplier to provide a flexible and scalable workforce model, deploying suitably trained and vetted Tribunal Assistants to support hearings across a geographically dispersed estate, including at short notice.
The scope of services will include:
Provision of clerking support at tribunal hearings, including coordination of attendees, preparation of hearing rooms, document handling and general administrative support;
Management and deployment of a workforce pool to meet variable demand, including short-notice requirements;
Support for hybrid hearings, including administration of equipment and remote access arrangements where required;
Provision of a digital booking and management platform to enable HMCTS to create, manage and monitor bookings, including real-time visibility of filled and unfilled assignments, and auditability of activity;
Provision of management information and reporting to support performance monitoring, including fulfilment levels, workforce availability and service delivery outcomes;
Administration of timesheets, expenses and invoicing processes aligned to agreed assurance and validation requirements.
The service is expected to expand to support additional tribunal jurisdictions during the contract term and will require a delivery model capable of scaling to increased volumes.
The procurement will be conducted via a Further Competition under the Crown Commercial Service RM6277 Non-Clinical Staffing Framework (Lot 1 – Admin and Clerical).The estimated total contract value is approximately £1.8 million (excluding VAT) over a contract term of up to three years. The contract will operate on a demand-led basis, with no guarantee of volume or spend.
